How does Plausible work without cookies or device identifiers?

Instead, each HTTP request includes the IP address and User-Agent, which are converted into a daily-changing identifier using a hash with a rotating daily salt; raw IP addresses and User-Agent values are not stored, and salts are deleted after 24 hours.
